The Scottish Government is seeking views on how the development of renewable and low carbon energy can be supported, while ensuring that Scotland and its local communities enjoy long-term returns from the assets on their doorstep whether on land or at sea.

The proposals include:

  • Reform of the administration of the Crown Estate in Scotland, to make it more accountable to the Scottish people and ensure the revenue received from offshore energy projects directly benefits Scotland;
  • Setting up a Future Generations Fund to give all of Scotland a real stake in the development of renewable developments;
  • Improving transparency by creating a publicly-available register of community benefit for all renewable developments;
  • Enhancing community benefit for on and offshore renewable developments and maximising this for all green energy projects on public sector land.

The consultation paper is available online at www.scotland.gov.uk/publications, responses are invited by 18 February 2011.
